Hi All available official release of SkyWalking have bug about the alert. It totally would not work in UTC +13 and +14.
With Xin Zhang's investigation last 3 days, it is caused by joda lib 2.9.9 We have submitted the fix PR[1] which update joda time to 2.10.5.
