Hi dev team:

We would like to start a new proposal about creating the SkyWalking
Rover project.

Skywalking Rover is a collector based on eBPF technology, deployed in
the target monitoring system to collect metrics, profiling, network
optimization, etc.

By using this collector, It could collect application processes that
deploy in this machine automatically, whether based on Kubernetes or
VM. Then, profiling the application without code modification. Collect
metrics in the local machine, such as CPU, Memory in the VM,
Kubernetes Pod, etc. Optimize the network, such as short-circuit the
socket between application and envoy.

New project repo, SkyWalking-Rover Issue, SkyWalking main repo issue
system Maillist/Slack, keep the same.

I have created documentation to describe the design of
SkyWalking-Rover[1], Welcome to read.
