Add a manual command to kill all containers on a named node(s)/racks, and
re-request them. This allows users to handle failures and decommission a
specific part of the cluster.
Related to YARN-914 -if that is implemented then Slider just needs to recognise
a decommission event and not treat it as an unexpected failure
