Implemented review comments.
Regarding the code refactoring for actionPackageInstall and actionInstallPkg,
since they have different Action Args classes I have only one option is I had
to do copy all value from a ActionInstallPackageArgs to a ActionPackageArgs
including its abstract class variables like manager value.
