If the agent can't parse the response to a registration operation, it raises an
exception. The response message is lost.
# controller must check HTTP response
# The controller needs to catch parse exceptions exception, log the response.
# Maybe add a check for a 0 byte response too.
# looking at {{AgentResource}}, we should make sure that all failure codepaths
log, and, if it doesn't break agent version compatibility, include error
strings in the JSON Response, for container logs
