AA placement can take a list of racks and only request nodes on them. This
allows work to be placed on the same rack(s) for better bandwidth between them.
Yarn labels can do this, but they aren't flexible enough: you only get one
label/node and need to restart.
doing it in slider lets you assign different apps to different racks, change it
by restarting the app
