If the web site the Ambari or slider agent tries to talk to returns anything
other than json, then the agent fails with a JSON parse error from which it is
impossible to diagnose root cause.
What we need is
# status code validation
# reject 0 byte files
# reject content type != JSON
# report the contents of a response if the response doesn't parse.
