We are developing a policy/rule engine that monitors the health of applications
managed by Slider and interacts with Slider dynamically to scale up/down (i.e.,
resize container), or scale in/out (i.e., flex instances) component instances.
This is so called the "reactive management" mentioned in SLIDER-868.
For the scale in (a.k.a, flex down) action, we need Slider to support
destroying specific component instances (e.g., the least loaded instance). This
is not supported right now.
