As of FELIX-1416 the Apache Felix SCR implementation does not create component
factory component instances any more based on factory configuration. This has
been non-standard behaviour and should be removed by default. For backwards
compatibility, the ds.factory.enabled system property may be set to true to
enable the behaviour.
To support future upgrade of Apache Felix SCR, we should set this property in
the sling.properties of the launchpad/base project.
