Currently the built-in HTTP Basic Authentication Handler is not listed as an
authenticator on the Web Console Authenticator page.
Unless the HTTP Basic Authentication Handler is disabled, the handler should
actually be listed along with an indication of whether it is fully enabled or
just providing preemptively sent credentials.
