This release allows for apache projects to optionally create zip and
tar source bundles by setting the property:
'sourceReleaseAssemblyDescriptor' to 'source-release-zip-tar', for
example:
-DsourceReleaseAssemblyDescriptor=source-release-zip-tar

Existing apache maven projects just need to consume one of the new parents.
This release also changes the version of the maven-gpg-plugin to 1.1
