I don’t think we should switch, as using different goals and phases for a) 
generating metadata and b) packaging allows to use a) even during incremental 
builds and for unit tests already where phase „package“ is not executed. As the 
only drawback of using two different goals (i.e. configuration of the 
maven-jar-plugin) is fully encapsulated in the parent pom  I don’t think we 
should migrate to the single goal „bnd:jar“. [~sseifert] Is there any 
particular reason for the proposed change?
