Sorry for the late reply. I am +1 to going ahead and merging this. The discussion about semantic package versioning in icu did not lead to an outcome and the topic seems to be more complex than expected as they already have an established concept of maintaining their APIs. The only open question is if we should embed icu4j, provide it by another sling bundle or leave it up to the application to provide a (compatible) version.
