The JCR Installer documentation does not explain how the installer decides
whether or not to install the bundle and which one to install. It would be
helpful to have this documented.

There is actually a TODO on the documentation page:
"TODO: document folder priorities (/apps over /libs), SNAPSHOT handling, bundle
