Description:
Improve diagnostics when file logger creation fails in RequestLoggerService.
Currently, when an IOException occurs during file logger creation, the failure
does not provide sufficient context for troubleshooting.
This change logs the IOException using SLF4J and includes the resolved absolute
log file path, making configuration issues easier to diagnose while preserving
the existing fallback behavior.
