Description: Currently the Management API in package
{{org.apache.sling.caconfig.management}} is part of the [impl
bundle|https://github.com/apache/sling-org-apache-sling-caconfig-impl/tree/master/src/main/java/org/apache/sling/caconfig/management],
while it should be part of the
[API|https://github.com/apache/sling-org-apache-sling-caconfig-api]. Otherwise
consumers of that API unnecessarily need to have a dependency on the impl
