Thanks for the patch.
As for the platform packages: We removed the XML (and related packages by
intent to be able to have different API exposed inside the framework). To have
access to platform provided packages, we provide system fragment bundles which
add these again to the system bundle in a more modular and dynamic way. See
SLING-2109
