When I tried to tally the votes for Sling Engine 3.0.4 (repo ID 3126), I
received this (minutes after having cast my vote):

$ sling-commiter-cli release tally-votes -r 3126
Release Apache Sling Engine 3.0.4 does not have at least 3 binding votes.
Binding votes: Eric Norman.
Non-binding votes: Eric Norman.

Problems:

# Why is Stefan Seifert not detected as binding voter?
