Resource bundle registration could complete after provider deactivation had cleared the registry, leaving an OSGi service registered after the provider stopped. The fix: - Coordinates registry publication and removal with closure. - Rechecks the closed state after service registration and unregisters the new service if closure occurred before publication, including closure triggered by a synchronous registration listener. - Keeps OSGi registration and unregistration outside the registry monitor, so service-listener callbacks do not execute while it is held. In-progress lookups may still complete without leaving registered services behind. Regression tests cover concurrent loading, initial and replacement registration, reentrant deactivation, and overlapping replacement retirement and shutdown.
