Due to FELIX-3239, when running with some 4.x (at least 4.0.1 and 4.0.2) of the
Felix framework the PackageAdminClassLoader does not see classes that are
provided by fragment bundles, which makes such classes unavailable to scripts.
There's nothing to fix in Sling - creating this issue to document the problem
until it is fixed in Felix.
