I think the solution is not optimal: not only may the context path be
different, also the Web Console URL -- /system/console -- is not cast in stone.
Rather you should use the "appRoot" variable to get the properly resolve path
to the web console. The variable is available as a request attribute or as a
translation property. So you when you write the HTML you could to
"${appRoot}/confMgr" to get the correct path.
