Hi Bertrand, I think using this mailing list is fine, assuming that this project is only going to have OSS dependencies. I imagine that plenty of people are interested in this effort.
I'm less sure about the issue tracker. It could be confusing that he could be assigned some issues, but not others. Is there a reason not to use GitHub Issues?
