Hi,

I had this problem, too. I supposed that this plugin is not uploaded to the plugin repository (according to the repository mentioned in http://people.apache.org/repo/m2-incubating-repository). Maybe it is uploaded after a successful build and there weren't many in the last time :) .

You can build the plugin under tooling/maven/maven-launchpad-plugin and the build will work/go on.
