Fix For: Event 3.7.0
If a job is waiting for a retry (using the scheduler), the queue might be
closed. As jobs are periodically retried this is since 3.6.0 no problem,
however not optimal either as the job has to wait for the periodic retry.
It would be better to not close the job in this situation.
