Well, sure, but you want to use the latest File Installer, that's what you care
for i guess :)
In any case, you have a fair point, I think it's fine that the file installer
depends on the settings service as run mode support is an essential feature.
However, it's not good that this drags in another requirement. I've created
SLING-4892 for this
