Regarding SLING-4478, I mentioned the extra dependency on
{{org.apache.sling.launchpad.api}} and extra code to wire in a
{{StartupHandler}} needed to get
{{org.apache.sling.installer.provider.file-1.1.0}} and
{{org.apache.sling.settings-1.3.6}} working on a very barebones apache felix
setup. Having retested the setup with the current patch I have to say things
work as expected again, no need for the api bundle and no custom code involved.
