[~marett] Thank you for the clarification, no need to open a second issue 
SLING-5423 covers the raft impl.

imho, now that the "processes" that are waiting on the repository have been 
identified, or can be identified, this issue should remain open and assuming 
Sling wants to have faster, more reliable elections we should do something 
about the {{TopologyEventListener}} area.
