Problem here is not of ordering but of ensuring that component must start be 
any provided configuration if possible without a restart. Felix ConfigAdmin 
bundle gets started at level #1 while Oak bundles start at #15. Its just that 
the provided config is not picked up by ConfigAdmin before Oak related 
components get activated which causes the components to get activated twice, 
once with default config and second with updated config. 

The default config is not suitable for current setup hence its required if and 
when the component gets activated it gets activated with provided OSGi config
