We have several cases in Sling where implementations depend on more than one
bundle so it shouldn't be an issue here. My intention is to keep API/SPI lean
and the point is moving both classes to a different package. How about renaming
{{org.apache.sling.validation.api}} to just {{org.apache.sling.validation}}
(the bundle contains both API and SPI anyway) and adding a new package
{{org.apache.sling.validation.support|base|common|...}} in that bundle?
