Description: Currently for the default and number formatting a locale must
be given as otherwise formatting is done with a locale context. Since
formatting numbers and dates without a locale can lead to surprising effects
the default locale should rather be similar to the locale being used for i18n
purposes (by default determined by request's locale). (was: Currently for the
