Summary: commons html - Make HTML5 parser default

Currently two parsers are available, an HTML4 parser and an HTML5 parser. To
use of the HTML5 parser the HTML4 needs to be disabled. HTML5 should be the
priority unless the HTML4 is specifically needed.
