Fix For: Engine 2.6.24
The engine is currently listening for all servlet filters and then filters them
out by hand (if a property is set). This can already be done by the service
tracker.
In addition, we can optimize the handling of a modified service registration by
not blindly unregistering and reregistering things
And finally we should use the bundle context of the filter service to register
the mbean
