[CANCEL][VOTE] Promote sling-org-apache-sling-feature-starter / sling-slingstart-feature-maven-plugin to its own Sling Module

Hi

I cancel the vote as after some further discussion changed the naming to 
‘sling-quickstart’ and ‘sling-quickstart-maven-plugin’. I will put it up to a 
vote as soon as I updated the Whiteboard code.
