Well, I would say that semantically the scope "compile" is correct, as this 
dependency is actualy "included" in the Commons Johnzon artifact and therefore 
should also be propagated transitively to depending artifacts. But obviously 
bnd thinks differently about that...

IMHO this should not lead to an error in bnd and therefore I opened 
https://github.com/bndtools/bnd/issues/3843.
