This bug was introduced by the change in SLING-9460. The root cause is that
states reported in the ping messages (discovery) are last processed offsets.
When no offsets have been processed, the offset reported is -1 which is
currently forwarded to the seeding method which attempts to connect to the
journal at a non existing offset.
