We can add things like "HK.ST - CN.ST - TW.ST - SG.ST" private registry reserved
SLDs to the SURBL list of two-level-domains in order to treat them like ccTLD
reserved SLDs, but should we?  We could also set up a separate list of registry
SLDs like these and try to separate them from ccTLD SLDs, where the difference
is whether the SLD is reserved by a country/NIC or private registrar.  I'd be
interested in hearing arguments for any or all arrangements, but this might be
better done in the SA developers or SURBL discussion mailing lists.
