wow, that's a serious bug! again, a standalone test case would rock so that it
can be escalated upstream to cygwin.
in the meantime, I think the substr hack workaround should be fine, using
$Config{osname} or similar to detect if it's running on cygwin and whether the
fix should be used. it'd slow down scanning a little on cygwin, but the
alternative is this breakage, and we don't know when it's going to be fixed (if
ever).
