SpamAssassin 3.0.0 is licensed under the Apache License, while 2.6x is
under the Artistic License and the GPL. When we moved over to Apache,
we needed to contact anyone that had made any contribution to the
project in order to relicense their code, and get them to send in a
signed statement saying we could. (Or we simply re-wrote it.)

The SpamAssassin start script for Debian was based on a template
script. We were unable to contact the authors of the template, so we
had to remove the script. Feel free to take the one from the debian
package and use it. (apt-get source spamassassin; it's in
debian/spamassassin.init and spamassassin.default)

I think Dan wrote another one, free of license issues -- its in the debian/
subdirectory of the SVN tree, but not included in the tarball. I suppose it
would be trivial to put that script back in spamd/ but I'll let Dan do this,
since he'd need to change the debian/rules to deal with the new location.
