What would be the point of uri_to_domain then?  Just split on "." and do it.

However, most of the queries will not exist, it'll definitely increase
the load on the URIBL servers, we'll very likely run into problems with #
of queries, timeouts will be higher, etc, etc.

A way I could see this not being a huge issue is in the URIBL plugin, add the
non-domain ones as lower priority, but ...
