This hasn't been working for me for a while and I mentioned it in sa-dev. I
thought I had filed a bug report on it, but now I don't see it in Bugzilla. Is
this test failing for everyone?

I tried substituting a test using
surbl-org-permanent-test-point.com.sc.surbl.org instead of
example.com.dnsbltest.spamassassin.org and that did not help, ruling out a
problem with the spamassassin.org test nameserver.

When I add a test URL to the body of the test email I do see URIDNSBL rule
firing, which also rules out a problem with the spamassassin.org test 
nameserver.

Are the DNS RBL rules broken now completely or just the test cases?
