I agree, if you're not ready to do the migration, and put up with the problems
inherent with a not-even-beta release, then you shouldn't move to 3.1 yet. 

The problem is fixed in 3.1, but migration from 3.0 to 3.1 is something you want
to take your time with, read the docs carefully, and with 3000 users do it only
after it's a final, official release, with recalculated scores. 

(The reasons for the lower hit rates are probably due to not yet adjusted rule
scores plus your config problems you already reported.)
