Well, I suspect that a tool could be written (if it doesn't alreeady exist)
to take an email attachment file and automatically do an update/checkin on
it to some svn database.
Don't know that that would be particularly useful, but it would probably be
fairly trivial to do, and would maintain a history of rule changes.
