I guess that part of making the rule submission and test process nimble is
for the submitted rules to be independent of anything else. That makes
changing metarules less of a nimble process. That's fine, because metarules
are really just an optimization which can be implemented after the fact when
you see that rules you want to adopt can best be processed that way.

That means that people can test with standalone units even if it is their
intention that some of their changes will go into existing metarules. Once
it is decided to make use of a rule, then metarules can be changed.

The changing of metarules can be a process that is less nimble than changing
rules but more nimble than changing the core code. It would take a bit more
process to make the change than rules, but would be released using the rule
update process without having to wait for new code versions.

The important thing is that the submitted test rules would never change
metarules directly, even if they are documented as being intended as a
metarule change if accepted.
