As such, I don't think that it should be in the portable rule directory. It is the base set of preferences that we want to take effect if nobody does anything to express something different. That said, I do agree that it is cleaner to have the mkrules script know how to copy preference settings as well as rules. Moving 10_misc.cf would fix the breakage in the build. Renaming it would better express why it is in the rules directory.
