Perl 5.8.4 apparently doesn't propagate the utf8 bit when a utf8 string is
appended to a non-utf8 string. The symptoms appear to be minor--utf8 regexes
don't match and the summary in the report is labeled as iso-8859-1 when it
should be labeled utf-8.
Disabling the test for Perl 5.8.4 and earlier. There are promising utf8 bug fix
entries in the Perl 5.8.5 Changelog, but I haven't tried running the test on
Perl 5.8.5.
