So another question: it looks like the sandbox is by default considered
private, and we have to manually add in a "publish RULE_NAME 1" to get the
rule put into the rules/* dir by default.  Doesn't this make it hard to start
testing out rules?  Shouldn't the default be to publish unless we specifically
put in "publish RULE_NAME 0" ?
