With the patch in place all that is needed is the eval test in 3.1 that checks for unparseable_relays. The rule is only -0.001 informational so it can't affect any scores. There are two other similar informational rules, UNPARSEABLE_RELAYS and NO_RECEIVED. Do you think we should add those in as well? I can post a patch that includes those three.
