I don't see anything in the log that shows a reason for the error other than
that the network is not available, which would not be a SpamAssassin problem.
I'm not familiar with Gentoo or how its startup works. Is it possible that a
startup script can be run after the network and the DNS starts up but before
they have finished initializing?

What do you see when you run the commands

/etc/inet.d/spamd ineed

/etc/inet.d/spamd iuse

If net and dns are not in the output of either of those commands, does it help
to add the dependencies for them in the spamd init script?

This might be best answered by someone who knows gentoo, to pinpoint if it is a
problem with your gentoo configuration or if it involves something that we need
to fix here.
