Per another recent discussion, yes, apparently it general releases require pmc
votes.
Someone, with access, needs to generate a release and put it up for a
PMC vote.
We can come to some sort of consensus on putting out a 3.0.5 release,
but the vote is really on the actual tarball, not on the idea of a release.
That said, I'm not available to build a release, but I'd support one.
