RPM has %ghost which we could use within the %files listing, and it will remove these files when the package is removed or upgraded away to another package that no longer ghosts those /path/to/filenames. This however only works if we know all filenames ahead of time.

Is this a known? If so, then leaving behind old cruft is not a good argument. I don't know anything about Debian packaging though.
